Department of Public Health, Rad Tech Tech full or limited certificate of Cali?

RT I am living in Georgia. No license only been here with the ARRT national certification. Moving to California, and obtained a certificate Radiologic Technology California Department of Public Health. I recently discovered that there is "full" and "limited" X-ray technicians in Cali. I've also heard of some fluoro license. Is the certificate of RHB me allows X-ray fluoroscopy, and make me a "full technology, whatever that is?
